Lao Assistance Center of Minnesota
The Lao Assistance Center will expand its community education efforts by delivering six culturally grounded training sessions on mental health, addiction, and problem gambling in the Twin Cities’ Lao community. Each session will be followed by a multilingual community forum designed to reduce stigma, spark dialogue, and improve access to culturally appropriate problem gambling prevention resources and support services.

NICOS Chinese Health Coalition
Building on its successful youth prevention model funded by a Spring 2024 Agility Grant, NICOS will expand its youth gambling prevention initiative for Asian American middle school students in San Francisco. The program will introduce a youth leadership component by training students as peer educators, equipping them to help implement a curriculum focused on gambling risks, financial literacy, and prevention strategies.

Ohio State University Foundation for the benefit of The Higher Education Center for Alcohol and Drug Misuse Prevention and Recovery
The Higher Education Center for Alcohol and Drug Misuse Prevention and Recovery, a program of The Ohio State University, will lead a national effort to expand problem gambling prevention across college campuses. The initiative will train campus leaders using a comprehensive, evidence-informed curriculum designed to reduce gambling harm among college students.

University of Nebraska
The University of Nebraska will expand its campus-based problem gambling prevention initiative to increase reach and impact across the university community. The program will integrate educational messaging into intramural sports through data-informed strategies, engaging culturally based student organizations with tailored lunch-and-learn sessions and relevant programming. A year-long calendar of events will reinforce awareness through ongoing education, digital outreach, and targeted support. This expansion builds on a pilot program launched in 2024 with support from a Spring Agility Grant.

The NCPG Agility Grants Program is supported by major partners, including a multi-year commitment from the NFL via the NFL Foundation. Additional funding from FanDuel enhances the program’s reach and sustainability.

“The NFL is proud to continue supporting the NCPG and the Agility Grants program, which provides critical funding to organizations leading innovative efforts aimed at preventing problem gambling,” said Anna Isaacson, NFL Senior Vice President of Social Responsibility. “We are pleased to see both new and returning grantees advancing creative approaches to education and early intervention, particularly for youth and young adults.”

Looking ahead, NCPG envisions that the Agility Grant-funded programs will serve as the foundation for a national standard for community-based problem gambling prevention. Ongoing program evaluation will inform the identification of effective practices and ensure they can be refined, scaled, and shared for broader impact. The long-term goal is to build a network of problem gambling prevention programs that are replicable, culturally responsive, and capable of meeting the evolving needs of communities nationwide.

• The GRIT Act is a bicameral bill that directs 50% of the federal sports betting excise tax to fund gambling addiction treatment and research programs.

  • 75% of the funding dedicated through the GRIT Act will be distributed to the states and health agencies for gambling addiction prevention and treatment through the SAMHSA Substance Abuse Prevention & Treatment Block Grant program.

• 25% of the GRIT Act funds will be allocated to the National Institute on Drug Abuse for gambling addiction research grants.

• The bill leverages existing Health & Human Services programs for distribution, meaning no new bureaucracy.

• The bill requires the Secretary of Health and Human Services to report on the program’s effectiveness within three years.

• It establishes the first-ever federal investment in gambling addiction services, providing sustained funding for 10 years to help states develop best practices and long-term solutions.

• Set Time and Financial Limits (and Stick to Them): Establishing clear limits on both the amount of money and time spent gambling is essential for maintaining control and preventing excessive play. Determine a budget before placing any bets and set a time limit to prevent prolonged gambling sessions. Make it a habit to stop gambling once you reach your limits, regardless of wins or losses. 
  

• Only Bet What You Can Afford to Lose: The funds used to gamble should be limited to non-essential income. Never gamble with funds meant for necessities like rent, bills, or savings. Gambling should never interfere with your financial responsibilities.

• Never Chase Losses: Losses are part of gambling. Attempting to recover lost funds with additional wagers may lead to further financial strain. Accept your losses and stick to your predetermined budget. 

• Refrain from Betting While Impaired: Gambling under the influence of alcohol or drugs can impair judgment and lead to impulsive decisions. Always make betting decisions with a clear and rational mind. 

• Remember, It’s Okay Not to Bet: While betting on sporting events is increasingly popular, the game can be enjoyed without placing a bet. If you choose to bet, you control the amount and frequency – not the people around you.

Washington, DC – This holiday season, 74 lotteries and 101 community organizations worldwide have signed up to participate in the 2024 Gift Responsibly Campaign. Presented by the National Council on Problem Gambling (NCPG) and supported by the North American Association of State and Provincial Lotteries (NASPL), the campaign aims to spotlight the risks associated with purchasing lottery tickets for children. 

“Investing in community-level initiatives is essential for effective problem gambling prevention, and we are proud to support these organizations as they work to implement comprehensive solutions,” said Keith Whyte, NCPG Executive Director.

The following organizations will receive Agility Grant funding in Fall 2024:

CADCA
CADCA will develop a problem gambling prevention toolkit that includes evidence-based practices, resources, and strategies for local grassroots groups, known as community coalitions, in effective community-level problem-solving strategies; teaching them how to assess problem gambling as a local community health issue; and develop comprehensive plans to address it.

East Carolina University Foundation
East Carolina University will launch a campus public awareness initiative for students at East Carolina University in Greenville, NC, to raise awareness of problem gambling’s impact on mental and financial health.

Envision Partnerships
Envision Partnerships’ Let’s Talk About Problem Gambling project will develop and implement a problem gambling education curriculum for youth athletes, coaches, and parents in Butler County, OH, utilizing SAMHSA’s Eight Dimensions of Wellness.

Neighborhood Youth Academy
The Neighborhood Youth Academy’s Empowering Youth Athletes program will adapt the Minnesota Alliance on Problem Gambling’s Youth Toolkit to deliver tailored problem gambling prevention resources for youth athletes of color across Minnesota.

Oregon Council on Problem Gambling
The Oregon Council on Problem Gambling will launch a statewide education initiative to address problem gambling by utilizing train-the-trainer workshops to educate local community leaders on identifying problem gambling and offering resources to those affected.

Student Assistance Services
In partnership with the JCK Foundation, Student Assistance Services will launch Wellness Wins, a program designed to prevent underage gambling and raise awareness about its impact on mental health in over 50 schools across Westchester County, NY.

University at Albany, Center for Behavioral Health Promotion and Applied Research
The University at Albany’s Center for Behavioral Health Promotion and Applied Research will launch Mobilizing Campus Change. This initiative seeks to reduce problem gambling, substance use, and suicide risk among UAlbany undergraduates by creating a Peer Advisory Board to design culturally relevant health communications and employing trained peers to engage students who are at higher risk of developing a gambling problem.

Regents of the University of Michigan
The University of Michigan will launch a collaborative problem gambling education initiative, including a campus-wide educational print and digital campaign, the integration of gambling prevention resources into campus wellness sites, and workshops for individuals at high risk of developing a gambling problem.

The NCPG Agility Grants Program is made possible through key partners’ generous support, including a multi-year, multimillion-dollar commitment from the NFL via the NFL Foundation as part of the League’s responsible betting public awareness campaign.

→ Freedom House of Mecklenburg, Inc.’s “Problem Gambling Primary and Secondary Prevention Curriculum Development,” a collaborative school-based project that incorporates an evidence-based problem gambling prevention curriculum across 49 Charlotte Mecklenburg Schools (CMS) middle schools.  

→ The Hispanic Urban Minority Alcoholism and Drug Abuse Outreach Program (UMADAOP) and their education campaign for Hispanic youth in Cleveland, Ohio, to raise awareness of problem gambling behaviors in middle and high school students.  

Awareness Efforts: Additionally, NCPG awareness and advocacy efforts have significantly raised public awareness about responsible gambling initiatives and where to get help and access resources for gambling addiction. The most prominent initiative was the launch of the ResponsiblePlay.org website in 2021, which has since reached approximately 750,000 visitors. The website provides a series of tips for visitors to keep gambling fun, offers basic facts about problem gambling and explains where people can get help for problem gambling, whether they are directly or indirectly affected by it.

Each year, NCPG honors individuals and organizations from around the world for their work on problem gambling and responsible gambling. The awards ceremony was held on Friday, July 19, in San Diego, CA, at the National Conference on Gambling Addiction & Responsible Gambling 2024. Scientific Games was the exclusive sponsor of the ceremony.

Washington, DC – Today, the National Council on Problem Gambling (NCPG), the only national nonprofit organization that seeks to reduce the economic and social costs associated with gambling addiction, proudly unveiled its newly established Tribal Advisory Council. While NCPG has worked with Tribal gaming entities for many years, the formation of the Tribal Advisory Council represents a deeper level of collaboration to address matters of responsible gambling and problem gambling that are of importance to Native American communities.

The Agility Grants program is the first nationwide grant initiative dedicated to providing financial support for problem gambling prevention. Agility Grants offer a platform for organizations to pioneer new approaches, foster cross-sector partnerships, and amplify innovative solutions. Through these investments, recipients are empowered to develop problem gambling programs that not only tackle current challenges but also redefine traditional prevention strategies, creating solutions tailored to the diverse needs of local communities. By providing targeted support, Agility Grants aim to fill gaps in problem gambling prevention programming across the United States.

Spring 2024 Agility Grant funding will support the following projects:

• The Cambridge Health Alliance will partner with the Everett Haitian Community Center to develop and disseminate culturally relevant problem gambling prevention materials to Haitian community members in Everett, Massachusetts.

• Cia Siab, Inc. will support six youth leaders as they develop bilingual Hmoob (Hmong) and English gambling prevention videos intended to reach multigenerational audiences in La Crosse County, Wisconsin.

• Perfil Latino will launch a culturally and linguistically appropriate awareness campaign utilizing Promotores (community health workers) to educate Hispanic families and youth in Cumberland County, New Jersey, about the risks of youth gambling.

• The Evergreen Council on Problem Gambling will launch ‘Youth Have the Power To’ in Washington state. This program, which is focused on increasing youth community engagement through empowerment and personal resiliency, will feature an interactive online curriculum that educates on underage gambling prevention and other risky behaviors.

• NICOS Chinese Health Coalition will establish a pilot program aimed at preventing gambling among Asian American middle school-age youth in the San Francisco area; and encouraging healthier behaviors utilizing community- and school-based strategies.

• The Ohio State University, through the Office of Student Life Student Wellness Center, will create a comprehensive gambling prevention and education program for the student body intended to highlight the intersection of gambling and other areas of health and wellbeing, including substance use and financial wellness.

• The University of Nebraska will develop a yearlong problem gambling prevention curriculum to help students make informed decisions about gambling. The curriculum will include educational workshops, an interactive website, and a social media campaign.

• Expanding a program established through Agility Grant funding in Fall 2022, Volunteers of America Oregon will partner with 100 student-athletes on the “Don’t Let the Game Play You” campaign to develop a PSA on the risks of sports betting for high school seniors who have been recruited to play college sports.

• Through its ‘Dogs & Dollars’ program, the Zepf Center will utilize pet-assisted wellness to engage college-age students at Bowling Green State University to provide financial literacy and problem gambling education.

Understand the Odds: Familiarize yourself with the odds and probabilities of different bets. Understanding the odds of a specific bet can help you make more informed decisions about when or if you choose to gamble.

Washington, DC - Today marks a significant milestone in the fight against gambling addiction, as U.S. Senator Richard Blumenthal of Connecticut and U.S. Representative Andrea Salinas of Oregon introduced the Gambling addiction Recovery, Investment, and Treatment (GRIT) Act. This groundbreaking legislation addresses a critical gap in our nation's approach to addiction by establishing the first-ever federal funding stream dedicated to preventing, treating, and researching gambling addiction in the United States. 

Gambling addiction is a significant public health concern, affecting approximately 7 million American adults, and resulting in severe social and economic consequences. The annual social cost of problem gambling is estimated at $7 billion, reflecting gambling-related criminal justice and healthcare spending as well as job loss and bankruptcy. NCPG research indicates that the risk for gambling addiction rose by 30 percent between 2018 and 2021 alone, yet there are currently no federal funds dedicated to gambling addiction treatment or research. This gap underscores the pressing need for comprehensive measures to address and mitigate the impact of gambling addiction. 

Susan Sheridan Tucker, President of the NCPG Board of Directors, emphasized the urgent need for federal intervention, stating, “The GRIT Act reflects a pivotal step towards long-overdue support for those grappling with gambling addiction. We commend Senator Blumenthal and Representative Salinas for their dedication to addressing the burgeoning public health crisis of gambling addiction. The National Council on Problem Gambling stands in full support of this legislation, recognizing its potential to make a lasting difference in the lives of individuals and families across the nation.”

Key provisions of the GRIT Act include:

• Allocating 50% of the current federal sports excise tax revenue for gambling addiction treatment and research administered by the U.S. Department of Health and Human Services.

• Health and Human Services distribution of 75% to states for prevention and treatment through the Substance Abuse Prevention and Treatment Block Grant program and direct the remaining 25% to the National Institute of Drug Abuse for research grants into gambling addiction. 

• Authorizing spending for 10 years and mandating a report to Congress on the program's effectiveness within three years of passage. 

The impact of the GRIT Act provides direct and vital support to state health agencies and nonprofits addressing gambling problems. It also creates investment in best practices and comprehensive research at the national level. 

Importantly, the GRIT Act does not raise taxes or create additional bureaucracy. It leverages existing federal excise tax revenue and operates within the existing Health and Human Services framework.

Washington, DC - Research shows that the earlier the exposure to gambling in childhood, the more likely a person is to develop a gambling problem later in life. Gambling exposure during childhood is often through a lottery product given by an adult who is likely unaware of the associated risks.

In response, 66 lotteries and 84 community organizations from around the world have joined the 2023 Gift Responsibly Campaign. Presented by the National Council on Problem Gambling (NCPG) and the International Centre for Youth Gambling Problems and High-Risk Behaviours at McGill University, the campaign aims to spotlight the risks associated with purchasing lottery tickets for children.

Throughout November and December, participating organizations will work to educate communities about the dangers of gifting lottery tickets to children, raise awareness about the risks of youth gambling and promote responsible gambling practices for those of legal age who choose to gamble. The campaign offers a tiered approach for lotteries, with increasing levels of participation. Participant activities may include but are not limited to public service announcements, social media messaging, digital advertising, in-store signage and retailer training, all united by a singular message: lottery products are not appropriate gifts for children.

Jeffrey Derevensky, Director of the International Centre for Youth Gambling Problems and High-Risk Behaviours, said, “With the growing social acceptability and opportunities available for gambling on an international level, it is important to remember that even young people may experience gambling-related problems. The Gift Responsibly Campaign is a great reminder for adults not to gift lottery tickets to minors.”

For the sixth consecutive year, 100% of eligible U.S. and Canadian lotteries, and numerous international lotteries and non-lottery organizations have joined the campaign. Endorsed by the North American Association of State and Provincial Lotteries, the World Lottery Association, and the European Lotteries, the campaign stands as a collaborative, international effort to safeguard the well-being of young people.

We applaud the numerous lotteries and community organizations for joining the campaign to amplify this vital message, fostering public awareness and understanding of the potential risks associated with youth gambling. • The Problem Gambling Coalition of Colorado, in partnership with the Denver Justice High School and the Denver Art Society, will increase awareness and education of problem gambling by delivering the Stacked Deck problem gambling prevention curriculum to high-school students. The project will enhance and reinforce youth engagement in the curriculum by employing art-based activities, workshops and positive reinforcement learning incentives.

Fall 2023 Agility Grant funding will support the following Prevention Amplification programs:

• AdCare Educational Institute of Maine, Inc., in partnership with The New England Prevention Technology Transfer Center, will develop a graphic novel about youth gambling prevention to distribute throughout the New England region as part of their Youth Gambling Prevention Graphic Medicine project. Graphic medicine is an evidence-based modality of providing health education and communication through the medium of graphic novels. The toolkit will include the novel and a facilitator’s guide and will be available in English, Spanish and Portuguese.

• The LCADA Way will launch the Lorain County Problem Gambling Prevention Initiative to raise awareness about the risks associated with gambling and emphasize positive decision-making skills. The development of campaign materials will be led by teens and designed to engage their peers using a series of social media posts, videos and other digital media.

• Maryland Council on Problem Gambling will launch a new program, Culturally Infused Problem Gambling Prevention for Deaf and Hard of Hearing Consumers. Using Agility Grant funding, they will design culturally specific prevention public awareness materials that utilize problem gambling prevention and education materials and infuse them with the cultural values, beliefs, worldviews and cultural nuances that reflect the lived realities in the Deaf and hard of hearing communities.

Agility Grants are awarded through two funding rounds each year. The Spring 2024 funding round will be open for applications from January 17 to February 28, 2024, with awards announced in early April 2024. More information about Agility Grants can be found at ncpgambling.org/agility.

NCPG operates the National Problem Gambling Helpline, a single national access point to a network of local resources for those seeking help for a gambling problem. In June 2022, NCPG partnered with the Council on Compulsive Gambling of New Jersey, Inc. to begin using their 1-800-GAMBLER number as the National Problem Gambling Helpline number.  This easy-to-remember number helps reduce barriers to resources for those affected by problem gambling. The National Problem Gambling Helpline Network consists of 29 contact centers that provide information, resources and referrals for all 50 states and US territories.

The 1-800-GAMBLER Promotional Toolkit is designed to help align messaging about the National Problem Gambling Helpline across gambling operators, media, state agencies, healthcare providers, and other organizations promoting the helpline to the public. Aligned and consistent messaging promoting a single point of contact is vital to ensuring public clarity about where to seek help for a gambling problem. The toolkit includes a variety of resources to help organizations promote 1-800-GAMBLER, including brand guidelines, logos, and social media shareables. The toolkit is available at no charge on the NCPG website.

The 1-800-GAMBLER Promotional Toolkit can be accessed at ncpgambling.org/helpline-toolkit.

Additionally, NCPG has launched a National Problem Gambling Helpline Analytics Dashboard. The dashboard is available to the public at no charge. It is designed to provide transparency and insight into the trends and patterns of incoming traffic to the National Problem Gambling Helpline. The dashboard includes interactive charts and graphs that allow users to filter the data by date, state or contact method.

Washington, DC – The National Council on Problem Gambling (NCPG) is pleased to announce the Spring 2023 Agility Grant program recipients. A total of $193,000 in funding will be awarded to five organizations in support of problem gambling prevention programs.

Taking the helm as Chair of the Advisory Board is Christopher Hebert, J.D., Director of the Gaming Division at the Louisiana Attorney General's Office. Mr. Hebert succeeds Stacy Shaw, Director of Corporate Social Responsibility at the Oregon Lottery. Martin Lycka, Senior Vice President of American Regulatory Affairs & Responsible Gambling at Entain Group, will assume the Vice Chair position.

"We are incredibly pleased to have Christopher and Martin leading the NCPG Advisory Board. They have both been highly engaged leaders in our field for years, and we are excited to utilize their talents and expertise in a new way. I look forward to working closely with the full Advisory Board to advance the organization's mission and our ambitious goals for the future," said NCPG Executive Director Keith Whyte.

Christopher Hebert is the Director of the Louisiana Attorney General Office's Gaming Division. Mr. Hebert has served as an Assistant Attorney General for over 18 years. Under his leadership, the Problem Gambling Resource Services (PGRS) program was created in partnership with the Louisiana Department of Health to bring awareness about problem gambling and the free gambling treatment services available for all Louisiana residents.

"The National Council on Problem Gambling is unrivaled in its efforts to mitigate gambling-related harm in our country," said Christopher Hebert. "I am humbled by the opportunity to serve as Advisory Board Chair for an organization at the forefront of protecting our citizens."

Martin Lycka is the SVP for American Regulatory Affairs and Responsible Gambling at Entain plc. He is also a Trustee for Entain Foundation U.S., a nonprofit dedicated to promoting responsible gambling, sports integrity, and corporate compliance in the U.S.

Problem gambling impacts millions of people in the United States and can have serious consequences for individuals, families and communities. Approximately 2 million adults in the US are estimated to meet the criteria for pathological gambling, while another 4-6 million adults are considered to have mild or moderate gambling problems; that is, they do not meet the full diagnostic criteria for gambling addiction but meet one or more of the criteria and are experiencing problems due to their gambling behavior. On average, each individual affected by gambling addiction impacts an additional seven to twenty people in their families and communities.

During Problem Gambling Awareness Month, organizations nationwide work to raise awareness of the prevention, treatment and recovery services available to individuals adversely affected by gambling. The grassroots campaign brings together a wide range of stakeholders, including NCPG State Affiliates, public health organizations, advocacy groups, professional sports leagues and gambling operators.

“The 20th anniversary of Problem Gambling Awareness Month is a milestone worth celebrating,” said Keith Whyte, Executive Director of NCPG. “For two decades, this initiative has helped to raise awareness about problem gambling. We hope that this year’s events will continue to educate and empower communities across the country and reduce the impact of problem gambling.”

NCPG has developed a free toolkit of PGAM resources for individuals and organizations participating in advocacy and awareness activities throughout March. This year’s campaign hashtag is #PGAM2023, which participants are encouraged to use across various social media platforms.
